UPU Appeal 2026/2027: How Rayuan Works and What to Do Next

The official 2026/2027 circular scheduled successful STPM/equivalent appeal applicants to begin registration from 1 October 2026. Follow the university’s offer letter for the actual registration instructions and deadline.

The SPM appeal cycle was earlier: its circular scheduled appeal results for the third week of June 2026. Always identify whether you are checking the SPM or STPM/equivalent cycle.

The official circulars provide a 10-day appeal period after the main admission result is announced.

These were the official planning windows and were subject to change. Use the exact dates shown in the portal for your application. Once the window closes, do not assume a late appeal will be accepted.

4. You receive four programme choices

Eligible applicants may submit up to four appeal programme choices. The 2026/2027 circulars state that programmes involving an interview and/or test may be placed only in Choice 1 or Choice 2.

The appeal portal generally displays programmes that still have places after the main offer and acceptance process. For most applicant categories, the displayed choices are also filtered to programmes whose general and special requirements are met. The diploma/equivalent circular notes an exception to this filtering, so diploma applicants must check requirements particularly carefully.

5. How to submit the appeal

1. Open the official UPU portal. Avoid links forwarded through unverified social-media accounts.
2. Check your eligibility status. The portal should indicate whether an appeal route is available.
3. Review the programmes displayed. Availability is based on remaining places and the applicable category.
4. Open e-Panduan. Recheck general and special requirements for every proposed choice.
5. Rank up to four choices. Put your genuine preferred eligible option first.
6. Observe interview/test placement rules. Such programmes belong only in Choices 1–2 under the published rules.
7. Save the appeal. Confirm that the system records the submission.
8. Download or capture proof. Keep the reference or slip with the final choices.
9. Update if needed before closing. The circular allows changes without a stated numerical limit until the deadline.
10. Monitor the official result channel. Do not depend only on email or social-media posts.

6. How to choose the four programmes

1. Check eligibility before prestige. A well-known course is useless if you miss a compulsory subject or grade.
2. Use your merit realistically. Compare your score with programme information, while remembering that previous averages are not guaranteed cutoffs.
3. Prioritise course fit. Consider subjects, teaching style and careers—not only the university name.
4. Consider location and cost. Estimate accommodation, transport and living expenses before ranking.
5. Use all suitable choices. Leaving viable options blank reduces the number of programmes you can be considered for.
6. Accept that the list is vacancy-driven. A programme missing from the appeal portal may simply have no remaining place for your category.

7. Why a UPU appeal may be unsuccessful

Submitting an eligible appeal does not guarantee placement. Common reasons include:

• no remaining vacancy in the selected programmes;
• other eligible applicants having stronger merit;
• failure to meet a general or special requirement;
• not passing a required interview or test;
• programme choices that are too narrow or highly competitive;
• documents or qualification information not meeting verification requirements; or
• missing the submission deadline.

Selection continues to depend on merit, eligibility, assessments, vacancies and choice priority.

8. Checking the appeal result

1. Go directly to upu.mohe.gov.my.
2. Select the correct SPM or STPM/equivalent result announcement.
3. Enter the requested identification details exactly.
4. Save a copy or screenshot of the result.
5. If successful, follow the link or instructions to the university’s official offer letter.
6. Read the acceptance, payment, document and registration requirements immediately.

9. Only four days to accept an appeal offer

The 2026/2027 circulars state that successful appeal applicants have four days after the appeal result announcement to confirm acceptance.

• Download the university’s official offer letter.
• Confirm acceptance before the stated deadline.
• Check the registration date and reporting method.
• Prepare identity, academic and financial documents.
• Confirm accommodation arrangements if required.
• Apply for funding promptly where eligible.

Do not assume the nine-day main-round acceptance period also applies to appeal offers. The published appeal period is shorter.

10. Could you receive a programme outside your choices?

The official circulars state that applicants are normally offered programmes from their submitted choices. For the appeal process, an offer outside those choices may be possible if the applicant agrees to be considered that way.

Read any consent option carefully. An outside-choice offer may increase the possibility of placement, but only opt in if you are prepared to evaluate and potentially accept another eligible programme.

11. If the appeal is unsuccessful

An unsuccessful UPU appeal is disappointing, but it does not end your study options. Work through alternatives in deadline order:

• Check direct university intake. Some public universities offer separate open or direct channels, usually with different fees.
• Consider polytechnic or community-college routes. Review later intakes and progression opportunities.
• Compare private institutions. Confirm MQA accreditation, total fees, scholarships and PTPTN eligibility.
• Choose a pathway qualification. Foundation, STPM, A-Level or diploma may lead toward the intended degree.
• Reapply next cycle. Use the time to strengthen results, language scores or portfolio evidence.

12. Appeal scams and misinformation

• Use only the official UPU portal and university websites.
• Do not pay anyone who promises to “secure” an appeal placement.
• Never share your portal password or one-time verification code.
• Do not trust a screenshot claiming that deadlines have changed without checking UPU.
• Verify unexpected offer letters through the university’s official admissions office.
• Remember that no agent can override merit, eligibility or programme capacity.
